    UPDATE: Well that was quick. After several years of this being a mystery, the unidentified ‘Blood Girl’ cartoon has been solved as ‘Fome Noturna’, an episode from a series named Anabel Link to the episode in the description :)

    I could see that FBI warning coming from something like a Weird Al or Nickelodeon vhs, it feels like the type of thing they could do, and get away with, in the 80s and 90s.
  • "Potential bad luck" is honestly a better piracy deterrent than whatever legal jargon they'd usually use.

    That "Blood Girl" animation was also shown in the Philippines at about the same year. I remember watching it in a random channel while I was eating breakfast. I am fairly certain that it was one of those Saturday cartoons since I was elementary at that time and weekends are the only time I would watch cartoons that early since I don't have class. I can vaguely remember the girl being visibly sad every time she turned water into blood. The animation wasn't creepy but has some weird vibes so I stopped watching. Maybe someone can find a lead into Philippine channels during this time.

    I think I've found the "Blood Girl short", it's called "FOME NOTURNA" and the short is nearly the same as the description. Hope it turn out to be true!

    There were some wild “warning” screens that were created by bootleg VHS and Beta dupe houses. One of my favourite is about the rights being held by Disney, and how if they find out about the bootlegs, they’ll slap you so hard with a lawsuit that your head will spin.

    About blood girl, there was this cartoon which was a collection of shorts called Anabel. It was owned by Nickelodeon Brazil ate first but soon changed to the brazilian exclusive channel TV Rá-Tim-Bum. The shorts were about this girl called Anabel who loved everything Poe and macabre and spoky stuff happened to her everyday tbh I think it could be one of those shorts

    when hearing about the orange muck cartoon, my first thought is a scene from the movie Raggedy Ann and Andy: A Musical Adventure. There's a scene where the main characters of the film encounter a monster called The Greedy who is made up of an orange gooey substance, and characters are tossed around on it's vast, mucky body. This scene is also notable for scaring quite a lot of children who saw it.

    The FBI warning feels like part of a parody sketch and not like a quirky variation on the normal warning. In other words, I think it'll turn up in the middle of a video and not at the start of the tape. Just a hunch though.

    Something about the Blood Girl thing sounds like a short film. Like the kind of thing that would be on Nicktoons Film Festival.

    Another comment that I saw suggested for the blood girl animation, "FOME NOTURNA" and it has the exact scenes that match with the drawings.

    There is a bigger Brazilian puzzle. The Chapolin Polka's Mystery. It's a partially lost and unidentified song. Only 30 seconds of it are known. The catch is that those 30 seconds were broadcast nationwide for more than 100 million people on a daily-basis for more than 30 years yet nobody claimed ownership or was able to identify the author.

    The description of the Lord and Taylor cartoon reminds me of the Raggedy Ann and Andy movie. Rough animation, pit of orange goop (the Greedy - a monster made of melted taffy), and as a kid's film from the 70s, it probably would have been cheaper to market through those stores rather than something more recent (and more expensive). The only off detail is the Napoleon character. There's a goofy knight, a goofy king, and a goofy / creepy pirate - so OP could be remembering any of those characters... but none of them appear right before the Greedy scene. =/ Otherwise, it sounds like a strong contender for this mysterious cartoon. I wonder if it's been ruled out yet? EDIT: checked the forums, apparently it has been ruled out. Darn it...
