Slight Yellow Light Malfunction (Valley Blvd & Hickory St)

I wasn't really interested in filming these signals in the video, but the reason why I decided to was because I noticed that when the yellow lights come on, there is a slight glitch where they seen to flicker before coming on and I found that very odd. It didn't seem to cause any problems with traffic so I just let it be and didn't report it to the city of Escondido. Also if anyone keeps thinking the red lights were having problems too, they were not. It was just my camera that makes them fade in and out because of the type of LED they have.
New traffic lights were also put here in the other directions so maybe that caused it and maybe the city is still working on it because in this video, it was temporarily a two way intersection because of construction off to the left.
