The Forgotten Incandescent Green Light In Escondido (Valley Pkwy & El Norte Pkwy)

All of the traffic lights you see in this video is LED, but that one green light on the mast arm is incandescent. All of the green lights here a while back were upgraded to LED, but why not that one? Why does the city of Escondido always leave us curious and asking these questions? This is also the only incandescent green light remaining in a standard traffic light in all of Escondido as far as I know. There was another intersection that I filmed a few years ago that still had an incandescent green light, but it is LED now and the video link is below.
