Where it ended up is they wanted it both ways and were walking a fine line. 1) To keep things stable with mainstream public with the giggle factor with media manipulation 2) To allow controlled UFO organizations to suggest aerospace programs were really ET's. In addition 3) they were watching to double check to see if there was anything to the unexplained and anomalous phenomenon from within the same organizations that they had infiltrated such as NICAP. 4) Investigating into how UFO's could be used as a psychological warfare tool. I think we are still paying for these policies which have continued to escalate to this day.
