maybe use a dice roller to determine how well a country would fight in a war from -10 being a horrible invasion and 10 being a great invasion

You can do this with Age of Conflict scenarios. Disable AI wars and just manually annex and make alliance yourself, you can also name alliance and countries, change colors... is all a big sandbox. And much easier to manage.

You can easly improve the game: Make two types of attack in the game: "INVASION" attack is automatic win regardless of size "CONFLICT" wins depending on the cumulative size of alliances in the conflict

This doesn't seem like it would be too hard to code as a simulation, so you could probably just have someone set it up over the course of a couple days/week and then watch the results.
