The building's management uses elevator girls to guide customers through this vertical maze, but also to chat with them and fighters alike. They're basically there for the promotion of events, prizes and deals as a main goal and it makes sense; you're in an elevator for no less than one minute, you're kind of trapped in it with a promoter and since you can't walk away like in an open space, you're almost forced to listen to what they have to say, since it would be kind of rude to ignore these girls (and yes most of the time girls are used in these elevators). The first and second time we saw elevator girl, she was doing just that, promoting the higher floors and the prizes that come with them, but since Gon and Killua were uninterested and didn't even listen to her, she ignored them the third time as you can see in the video. It's a tiring job, to have to stand for hours at a time in the same place and promote the same thing over and over, and there can also be the risk of sexual harassment as one of the elevator girls can be trapped herself with a perv trying to cop a feel, but I personally don't fear for our elevator girl, she'd cut a bitch and she's here to hustle. Honestly I don't give a fuck, I could keep talking about this job concept all day.
