My guess is that the finale of TOH Season 2 (and by extension, Season 3) takes place after Anne, Sasha, and Marcy returned home from Amphibia but before the time skip. Hence why the news article uses a picture of young Anne. The article may have also given Camila some sense of hope on Luz's ability to return.
