This is horrible. Caltrans workers put their lives on the line every day with so many frustrated, tired, impatient speeding and distracted drivers surrounding them. This person was picking up trash and it's just not worth all the risk.

FOIA request the video footage from the contracted tow truck company. Do We the People own the dashcam footage or does the contractor own it, better sooner than later!
