It's very simple, the elites in our country want a new supply of cheap, domestic labor. The government also wants migrants desperate enough to serve in the U.S military, as most Americans have become enlightened about the pointless, Neverending "oil" wars.

As a Chinese, I can tell you that there are mainly two reasons now. The first is economic reasons. They owe a high amount of loans in China, and due to the current economic downturn, it is difficult to repay them. Therefore, they sold all their assets in China and fled. The other part of the population is due to political reasons. They find that China is slowly moving towards authoritarianism and feel that China will become less and less free like North Korea.
