Baltimore's vacant property problem is loaded with challenges: There are so many vacant properties, they're expensive to rebuild and they're a terrible neighbor in communities. So, what does it take to succeed? The 11 News I-Team found some answers from a community that is slowly coming back. There's a new, very old three-story house on Biddle Street that has been given new life. Before renovation, it was vacant and decrepit, like thousands of other properties throughout Baltimore City that have been abandoned by their owners. Now, the row of houses is the latest addition to a 20-year-long effort to rebuild parts of east Baltimore.
