Would suggest it's not "stigma" stopping whistleblowers from going public, it's fear of reprisal from very powerful elements who have a vested interest in maintaining the status quo...Also suggest that the stigma around this issue has been carefully crafted and socially disseminated by these same elements since the days of Roswell..
