The other point not gone into here, is the fact that his ability to go unnoticed seems to grow the longer he remains somewhere, affecting his surrounding. As mentioned, the Foundation basically forgot the site where Joe was being contained even existed. Their reports and calls for aid went ignored until it was too late.

For what it's worth, I think that Joe will be happy when he's caught and locked up. At last, at long, long last, someone has noticed him and is treating him as something other than... nobody . FWIW, I personally think that SCP1504 and other 'amnesiac' anomalies may be synthetic in nature. Intelligent and aware enough to have a sense of 'I am...' but having never had the right social influences and other experiences to answer the question of who they are.

Here's an idea: Why don't you put a helmet on to talk to joe that allows you to notice him the same way that the special cognitohazard camera noticed him? This way, he'll be happy that people noticed him, and he might be a ok guy
