According to the original source this video used to be from, this commercial was created by Hakuhodo, which is a Japanese advertising agency (according to Wikipedia). I think this one was made in March, 1999, but I am unsure of the exact date.
I tried to go back to the source I got this from (which was already down) and that was the date I saw. Though the website was gone, Google still had it indexed at the time.
I have already re-uploaded this to YouTube.
