the controller thing has been like that since they added the option to shakedown knocked npc's or players. (it got removed a while back but can still be used in some creative maps)

2:44 Thats the console from when shakedowns were in the game. They were introduced in chapter 2 season 2. Thats why it has the chapter 2 map, epic never bothered to update the model and just reused it for the car turrets

The turret controller has the chapter 2 island because they reused the shakedown map from chapter 2. It may be a teaser, but it is just kind of cool how they brought back an old animation in a new way.
