You're both in the wrong. Him for lane-hogging and deliberate obstruction, and you for tail-gating, dangerously close on a section of road that looks uneven at best, further reducing your stopping capability.

i think you were quite patient considering how he was deliberately slowing down when coming alongside a car, then speeding up when no other cars were around, just to mess with you. I wonder what triggered him.

So you're complaining that someone is hogging the right-hand lane and not going quite fast enough, two things which in themselves are not dangerous really. Your reaction to this driver is to get within a quarter-second reaction time and tailgate the fuck out of them? Do you not see the problem? They're being inconsiderate yes, but you're downright dangerous! What if they need to brake hard for some reason? They might get cut-up or have a bird fly into their windscreen and you're done for.
