If Peach doesn't marry Bowser, he was going to destroy the mushroom kingdom with her and everyone in it and rule the world. That's pretty evil.

Also, don’t forget the detail where Mario took a lot of abuse throughout the film, especially fighting donkey Kong, and came out only dazed. While, a few swipes from Bowser got him bruised and scratched to the point where he almost gave up. This, I think, was intentional to emphasise how formidable Bowser truly is.

Currently yes he is. He has no redeeming qualities. In fact let’s take a look at Bowser’s redeeming qualities in the games and how Illumination’s Bowser lacks them Respect for Mario: nope, he mocks Mario and calls him a weak little nothing. This shows that he sees Mario as nothing more than a pest. Loves Peach: nope, this version only sees her as an object to own, and when Peach refuses to marry him, HE TRIED TO KILL HER. Cares for his kids whether they be adopted or biological: nope, his kids are nowhere to be seen. Is a benevolent ruler towards his minions: nope, he abuses them and has even tried to kill a few of them. Minor standards: nope, he has no honor and he tried to destroy the mushroom kingdom out of spite. Comedy: this is his only mitigating factor and even then it’s minor given how dark his actions are and he’s the darkest villain Illumination has to offer. As for strength, we see him throwing boulders around, flipping cars, and he destroyed a castle with one flame blast.

I'd argue Scarlet Overkill is more sympathetic than Bowser because of her relationship with Herb being pretty healthy and before the misunderstanding she was actually really nice with the minions at first, Especially Bob helping him down the stairs and even reading the trio a story/accepted the formers toy crown present. Bowser was cruel 24/7 when he had no reason to. Dorky song/Puns aside he's a Sadist willing to do blackmail and corrce someone who wasn't interested in him for the sake of living a petty fantasy no matter who he would have hurt. Scarlet actually seems like she'd try to be a good queen.

Honorable mention: The Vicious 6 (Minions Rise Of Gru) With the Zodiac Stone in their clutches, they can easily hold their own against Bowser. Plus, any team of villains who is willing to betray on of their on members, Wild Knuckles in this case, has got to count for something.

The Illumination villains can’t hold a candle to all the other Nintendo villains.

I say Bowser is the most evil Illumination villain. He is entitled, disrespectful, easily upset, sadistic and very destructive.

Movie Bowser is perhaps the most evil he's ever been: Besides taking the penguins prisoner, even though he doesn’t need to, and torturing Luigi, he reduces a Koopa to Dry Bones with his fire breath when he questions his plans. He squashes loyal Kamek's fingers with the piano's fallboard after he gets upset at reports regarding Mario, later has Kamek torture Toad until Peach agrees to marry him, and becomes murderously furious whenever he assumes that Mario and Peach are becoming closer. And perhaps Bowser's three biggest acts of evil in the film: He tries to sacrifice all prisoners into a pool of lava, Luigi and Cranky Kong included, during the wedding; fires a Banzai Bill, basically a nuke, at the Mushroom Kingdom when things go south for him; and most appalling of all, HE ACTUALLY ATTEMPTS TO HARM/KILL PEACH with his fire breath once she fights back in the middle of the wedding.

Probably the darkest villain in any illumination animation. He destroys the ice kingdom just so he could take the star presumably to take it's power and become invincible. After his Dry Bones fail to capture Luigi Lugi is captured by his Shy Guys and Snifits. He then tortures Luigi pulling his mustache to force him to tell him of Mario's whereabouts then throws him in a cage over a lava pit. Bowser's love for Peach is not genuine love. If anything he just wants to rule the world with her as a symbol of his own power. Bowser regularly abuses his minions including his own caretaker Kamek out of the excuse that pain is the best way to build strength. Though he does it obviously for his own amusement. He again shows blatant disrespect during his speech to his army not even recognizing his own Spinies and burning a Koopa's skin clean off for simply asking what will happen if Peach says no. He says he will destroy the kingdom if she rejects him. Orders General Koopa and his forces to destroy the rainbow bridge to his castle then captures Cranky and the other Kongs minus Donkey Kong to trap them in the lava pit. Forces Peach into marriage then tries to kill her when she declines. Shows no remorse for General Koopa's demise nor honors his sacrifice. Attempts to sacrifice Cranky, Luigi, the Penguin King, and Lumalee to the lava pits. Bowser again shows no remorse nor sadness when King Bob-omb is killed by Peach. Bowser orders the kingdom nuked by launching a Banzai Bill at it when his plans are falling apart. After arriving on earth Bowser brutally beats Mario within an inch of his life then tries to take the Star for himself. Sends his minions to his doom despite knowing full well that they probably don't stand a chance against the power of the star that Mario and Luigi possess. When defeated pleads Peach for a chance even though he's attempted to kill her and the kingdom's inhabitants before being fed a Mini Mushroom and trapped. Overall compared to other Illumination villains despite some comedic traits this is by far the most evil one. There is no reason nor motive behind his goals. He just wants to take over the world. He doesn't care really about anyone.

I’d say that if Bowser was never in love with peach and instead just wanted to destroy the mushroom kingdom just for the sake of being evil, he would’ve earned the gold medal in both categories.

I’m expecting Bowser to return in potential sequels, and perhaps introduce Bowser Jr. and the Koopings (whom I will always count as his children as well, they need to change that back!)

Maybe Bowser is a more evil and powerful Illumination Villain considering of what he did in the movie. But I'm not sure.🤔😈
