In the 90's, China experienced a credit crunch and a severe downturn with hundreds of millions state owned enterprises' workers laid off. It was close to bankruptcy until it joined WTO in 2000 with the help of US. Foreign investment started pouring in, overseas orders flooded the market and then, Chinese authorities discovered the alchemy of selling land use rights to raise cash to invest in infrastructure projects which increases the value of future land-use-right sale. Hundreds of thousand projects propping up in China since 2000 financed by debt without regards to actual economic value but what the local party boss imagination and pursuit of local GDP growth. Now, all the bills are due, infrastructure projects can't even generate enough cash flow to support maintenance, and yet, Xi is only focused on one thing, how we do generate economic numbers that show the superiority of our system?
