The Korean conflict was never settled. They only have agreement to pause aggression. This could turn into full scale war at any time.

This is happening to let the US see that it needs to respect other people's interests if it is to see its own respected and served. Since the early 90s, Russia tried to convince the US of this, but the US kept working to undermine Russia's interests at every turn.
