15:27 Commercial zones give you amenities and cash. Your crime outpost is stealing their money and lowering their amenities. The A.I. is trying (unsuccessfully) to fix his planet from the problems you created without destroying your outpost since you still have good relations with them somehow.

the idea of the largest threat to the galaxy having so much political power that an ancient empire re-awakens to defeat them and they simply go to the Senate and out-vote literally everyone else to have the entire rest of the galaxy declare war on their saviors is both amazing and terrifying
