If true, which I doubt, what this really means is that border encounters could have been reduced by 55% via a Biden asylum disorder 3 and 1/2 years ago, and that prior inaction from January 21, 2020 until today was by administrative choice, AKA: administrative failure. It could also mean that the reason border encounters are down is because illegals crossings are simply not being being detected, caught, or stopped at the borders, and therefore there would be no encounter with anyone. Either way, when talking about caravans, and hundreds of thousands a month, none of these numbers are good. MORE THAN JUST SAYING...
