I’m 24 minutes in & very confused. 1. Why don’t they just box the driver in? Certainly have enough cars? 2. Is the driver’s brother in town, robbing the bank-while all the LEO’s are engaged in this impromptu parade?

They had so many real opportunities to block him in between units and concrete barriers, for one....the lack of speed made that so easy...smfh!
