Project 2025 Private Training Video: Federal Regulatory Process

ProPublica and Documented obtained more than 14 hours of never-before-published videos from Project 2025’s Presidential Administration Academy, which are intended to train the next conservative administration's political appointees “to be ready on day one.”

Project 2025, the controversial playbook and policy guide created by the Heritage Foundation for a future conservative presidential administration, has lost its director. In recent weeks, it faced scathing criticism from both Democratic groups and former President Donald Trump, whose campaign has tried to distance itself from the effort. But Project 2025’s plan to train an army of political appointees who could battle against the so-called deep state government bureaucracy remains on track.

For transparency, we are publishing the videos as we obtained them.

The Heritage Foundation and most of the people who appear in the videos cited in our story did not respond to ProPublica’s repeated requests for comment. Karoline Leavitt, a spokesperson for the Trump campaign, said, “As our campaign leadership and President Trump have repeatedly stated, Agenda 47 is the only official policy agenda from our campaign.”

Burton is a senior fellow in economic policy at the Heritage Foundation.

    Hopefully government employees will always perform their jobs AND uphold the Constitution regardless of the ‘agenda of the President’.

    Blind Loyalty (also Blind Obedience, Unthinking Obedience, the "Team Player" appeal, the Nuremberg Defense): The dangerous fallacy that an argument or action is right simply and solely because a respected leader or source (a President, expert, one’s parents, one's own "side," team or country, one’s boss or commanding officers) says it is right. This is over-reliance on authority, a gravely corrupted argument from ethos that puts loyalty above truth, above one's own reason and above conscience. In this case a person attempts to justify incorrect, stupid or criminal behavior by whining "That's what I was told to do," or “I was just following orders."   • "Not all Republicans are particularly conservative, so we need a conservative majority." What the hell does that even mean? Republicans aren't "conservative" enough anymore? The only thing more conservative than Republicans are fascists, and I sure hope that's not where he's going with the training information in the course. Then again, he said the word "winning" and "win" as if there's ZERO room for compromise.

    He says you have two years to prepare so that's when these tutorials got going. He warns not to wait and try to learn his subject on the job. Democrats should take note. There's not two years any more. But maybe we can avoid it.
