Skoll is considered a modified weapon when you get it. Even if you have not added anything, it has a chance to inflict "Deep Freeze." When I noticed your weapon glowing I was saying "it's modified" so I looked up the description. I had to kill 3 Goons yesterday with unmodified weapons. I used a weapon I made from a blueprint, no mods and got them 1-2-3.
