In 1991 after the B.P mandal report government have given reservation to obc category in government services so those who prepare budget are senior officers who are having higher experience and hence they are in the committee, after some years this situation will change as those officials who were recruited after 1991 will get promoted and on the basis of seniority they will be there automatically.
