The Vault-Tec Representative survived the war but became a ghoul due to radiation. Since then, he has taken up residence in Goodneighbor and can be found in Hotel Rexford. From there, you can convince him to move to Sanctuary, as long as you have a high enough Charisma stat.

    He's such a sweetie pie. If you visit him at Sanctuary and respond to him non-sarcastically about giving him a job, he says "This is the best thing to happen to me since... since the worst thing to happen to me!" Poor guy, always wanted to give him a hug.

    To be honest, I always thought his reaction to suggesting him to go to Sanctuary was kind of adorable. I'd totally be his friend, he doesn't look too bad, even as a ghoul.

    Vault-Tec guy is all of us. Just trying to do the best good he can, gets screwed by his company, depressed at his failures, eager to please and help out, and he still has spirit and energy. Respect for Vault-Tec guy

    One of the saddest story ever. He was alone with no friends or family. All alone with literally no one to talk to, no one to be there with. When he said "you promise you'll come visit" I teared up. He was just holding on to the bits and pieces of happiness from the past and hoping that you'd be one of them. So sad.
