When Anime uses CG is for characters in background, the handrawn is for the main characters and characters up close, this way they don't clash so hard with each other. this anime is straight up backwards and wrong on so many levels.

you can easily fix the character models by lowering their eyelashes just a little bit until the eyelashes touches the top area of the iris... you can even give it a try by pausing it in the right time in 1:23 animation is still fucked tho.
