Right before the final dungeon. Seems a good place to end for the week. I think you just got lucky with random encounters. As far as I know, there isn't a way to turn them off without creating a new map or spreading scenario squares everywhere. And honestly, I left the Wind Cave open as a way for players to grind before the final dungeon if they wanted.
