The reason why they were overlooked was because when they started handing out the Medal's of Honor during the Civil War, only soldiers who survived their deeds could be rewarded, quiet similar to Britain's Victoria Cross during that time as well. Only around the turn of the century, around 1900 roughly did the rules change
