Even if the Atlantic/Caribbean are super warm, it all depends on the upper-level wind shear. Normally, a La Nina will create favorable conditions for hurricane development. But there's always a lag between the ENSO La Nina state and when the atmosphere gets "coupled" with it. In other words, although the ENSO 3.4 zone might have cooler than average SSTs (beyond - 0.5 C) by July, it may take several more months before the upper-air responds to it. By the time the atmosphere responds, it could be toward the end of the Atlantic hurricane season. We'll see. I'm hoping for the best for my East Coast friends!
