CLEAR Guide to Unlock Your EXOTIC CLASS ITEM

IMPORTANT -- you need to have completed a lvl 4 overthrow in EACH area before ANY of them will spawn the secret keeper. Many people did this passively in week 1 doing Micah Quests, but in case you do an overthrow lvl 4 and it doesn't spawn the enemy after 30s, it means you haven't done one of them ever before. To be CLEAR... you need to have completed ALL 3 at least once for your account to be "ready for this to work" ...
