Watching the dramatic action scenes in Chinatown, it reminded me of the TV series 'Kung Fu: The Legend Continues' (which was filmed in Toronto).

Just because you move to another country doesn't mean you want to completely abandon your old life, or even that you want a change of scenery. People move for various reasons, some being to escape persecution. China town would be a place where people with similar situations gather together and help one another out with the transition. Being around familiar surroundings makes it easier.
