★1) Type-1 SEQR, which is required by law (6 NYCRR 617.4(b)(2),

★2) a proper and comprehensive Coordinated Review of the Facility, to include
⧫ 2x school districts
⧫ 2x neighboring municipalities
⧫ NYS DOT
⧫ NYS DOH
⧫ Broome Co. EMS

★3) a POSITIVE SEQR Declaration. The threshold is "a significant adverse impact". No Burn Broome and Concerned Citizens of Endicott have identified DOZENS of potential environmental impacts!

★4) An Environmental Impact Statement

★5) Four public hearings, beginning with Scoping (+DEIS, FEIS, Permit).
