hace frío vs tengo frío

Can you tell the difference between "hace frío" and "tengo frío"? Both have to do with cold weather. One tells what the weather is like, and the other tells how I'm feeling individually. The weather may be cold ("hace frío), while I'm not feeling cold ("tengo frío").
