An even better example (for character anims) is in Rayman Legends, made in 2013. Every single movement feels so brimming with joy and emotion. Even strange things to give personality like sliding down slopes look alive, and I love it for that.

I think another thing to mention about the BG is that instead of regular movement, paralax is used which adds depth without being overwhelming
