The Clown's name is Tommy the Clown he is legendary in Los Angeles. Known for giving at risk youth opportunities to express themselves through dance with his dance troupe. There is actually a doc about him and his dancers directed by the critically acclaimed Dave LaChapelle called "Rize" The young lady dancing in the burger restaurant was a member of his dance troupe who is now a world renowned choreographer as well as the male dancers in the container scene.

Tommy the Clown is an LA fixture. Drake poked Mama Bear (Whitney) Lamar because she wore a "wife beater" while c-walking on Drake with her family... don't poke mama bears! That scene is what invalidated Drake's allegations from "Family Matters" more than anything else. That and having Dave Free co-direct the video with Kendrick.
