Hypothesis: Popo received Whis' earliest teachings in Ultra Instinct. The teaching was either incomplete, or Popo simply could not master it as much as Whis wanted him to. I'll tell you a fun curious data: Mr. Popo is dressed as a lamp genie, those in kids tales. The thing here is, that genies share attributes with protoss, one of them being a Cosmic being. The other is that Genies are experts at illusions and absorbing life essence. Knowing this, and assuming Akira Toriyama is based in this particular data, would mean that Mr. Popo is akin to a primordial being, and those power levels are not the usual. It's like Zeno or Moro. Yes, Zeno has the power to basically obliterate multiverses, but he always have 2 bodyguards. That means that his overwelming power lies not in power level, but in other qualities. Mr. Popo enters this realm. Is not a Cosmic being like Zeno, but as showed in the video, he can absorb Ki/energy, and basically adapts to the power level of the opponent using energy. That fact alone could make him basically the best fighter, as he always is at a power level equal or a bit more than his opponent. But that's it. It's not as showy as destroying universes, and not as flashy as be an absolute being, but he is still a Cosmic being.
