By setting the laptop to hypernate (not to be confused by sleep mode) you can fix the throttle issue.

As you can see does the graphics card keep throttle to around 1700 MHz.
After hypernate it stays at 2000mhz

I suspect the real problem is with the driver that is suppose to let you switch to integrated graphics to save power FN + F7. I noticed with a fresh install I had no problem, but after setting everything up, installing every driver etc the GPU suddenly is acting odd power throttling heavily.
